I will be on your ballot in 2024 to take back Senator Diane Feinstein’s seat for the GOP and defeat Adam Schiff and other Democrat candidates. By electing me to be your principled public servant, I will always work to put the people of California and this nation first in order to achieve the America First Doctrine by deregulating the economy and lowering taxes for economic growth and prosperity, securing our borders, restoring the nation’s security, empowering law enforcement and strengthening the Rule of Law, ending California’s water crisis, delivering on school choice for every child, supporting energy independence and protecting the fossil fuel industry, bringing back America’s manufacturing industry, as well as voter integrity. Support me, Denice Gary-Pandol for United States Senate. Thank you!

Meet Denice Gary-Pandol

As a Political Scientist with a lifelong passion for government service, I took my degrees in Political Science with an advanced degree in International Relations at the University of Southern California. Since that time, with fidelity to purpose, my central focus has remained on issues of National Security.

As a Political Scientist with a lifelong passion for government service, I took my degrees in Political Science with an advanced degree in International Relations at the University of Southern California. Since that time, with fidelity to purpose, my central focus has remained on issues of National Security.

During graduate school, I worked with Top Secret clearances for Analytical Assessments Corporation. I conducted research, analyzed, and wrote on matters of critical concern to the United States. After completing graduate school, I was hired to write on classified projects at Eaton, Information Management Systems Division, a multinational corporation once located in Southern California. Conducting research and working with a team to complete White Papers on intelligence systems, I continued to write on subjects related to the national security interests of the United States.

Following my time at Eaton, IMSD, I instructed courses on California Government, U.S. Government, U.S. International Relations, and other Political Science courses. I have taught at the University of California, Irvine; the Whizin Center of Continuing Education at the American Jewish University; and numerous community colleges, as well as Summit Bible College. I also had the opportunity to serve as Commissioner and Committee Chair of Community and Media Outreach for the County of Kern’s Human Relations Commission; worked on fundraising for a Cambodian Relief Effort to provide clean water to villages inside Cambodia; and, traveled to Domnesti, Romania to part of a Romanian Orphaned and Abandoned Children Relief Effort.

By electing me to be your principled public servant, I will work to always put the people of California and this nation first in order to achieve the America First Doctrine by deregulating the economy and lowering taxes for economic growth and prosperity, securing our borders, restoring the nation’s security, empowering law enforcement and strengthening the Rule of Law, ending California’s water crisis, delivering on school choice for every child, supporting energy independence and protecting the fossil fuel industry, bringing back America’s manufacturing industry, as well as voter integrity.

National Security

Ending the United States Border Crisis!

Under President Biden, the Democrats’ border strategy has been to release, protect, and reward individuals who choose to break Federal law. Enforcing the Rule of Law to avoid the surging humanitarian crisis and lawlessness in California and across the nation is critical. On this issue, Biden and Newsom are complicit in promoting crimes on multiple levels. Federal law TITLE 8 of the U.S. Code § 1182 makes clear that to enter the United States without “presentation of documents” showing no “communicable diseases of public health significance,” showing no criminal record or criminal activity, including human trafficking and drug smuggling, are not a terrorist or have ties to terrorist groups, or are likely to become a public charge, etc., such immigrants are not lawfully allowed to enter. As your United States Senatorial Candidate, my first solution on this issue: Enforce United States federal laws on legal and illegal immigration.

NATIONAL SECURITY

Border security is, first and foremost, a national security issue. As illegal aliens pour across the U.S. southern – and now increasingly the northern – border since 2021, “over 46,000 had a criminal history. On average of 4.3 charges and convictions, including more than 20,000 charges or convictions, were for assault, 5,500 for weapons crimes, 1,500 for homicide-related offenses, and 1,100 for kidnapping. The agency [ICE] also removed 2,667 gang members last year, 55 terrorists, seven human rights violators, and 74 foreign fugitives wanted by their government for serious crimes such as homicide, rape, terrorism, and kidnapping. Read full article here.

The number of such illegals, according to U.S. Customs and Border Protection (CBP), is estimated to be over five million people. This does not, however, count the “Got-Aways” those who were seen but not apprehended. That number as estimated by CBP, is at least another million or more. Alarmingly, among these massive numbers are narcotrafficking cartel members, human traffickers, criminals, gang members, and Islamic terrorists (jihadis).

Immigration and Customs Enforcement (ICE), a division of the Department of Homeland Security (DHS), published its annual report on 30 December 2022 and documented these numbers and the devastating impact of the Biden administration’s dangerous open border policy on American national security. In addition to arresting 2.4 million migrants, CBP also apprehended hundreds of gang members, including from the vicious and violent MS-13 (Mara Salvatrucha-13). Such gang members are bringing criminality and drug trafficking to communities throughout the U.S.

Moreover, nearly 100 individuals whose names appear on the U.S. terror watchlist were also caught during Fiscal Year (FY) 22 alone. This is on top of some 400 Afghans officially listed as “potential threats to national security” who were resettled by the Biden administration from 2021-2022 inside our communities following the irresponsible and chaotic U.S. retreat from Afghanistan in August 2021. A total of 85,000 Afghans were resettled during that year. The government has no idea how many more unvetted would-be jihadis remain unlisted on any federal lists. Furthermore, this does not give us a count on the numbers of Islamic terrorists crossing the southern and northern borders.

Indeed, in recent months, the majority of illegal immigrants apprehended at our southern border were  not from Mexico or Central America or even Venezuela, but rather from many other countries from all over the world—including countries on the U.S. State Sponsors of Terror list, such as Cuba and Syria. Reports from September 2022 noted that Venezuelan President Nicolas Maduro was releasing convicts from prison on condition that they leave Venezuela and join the migrant flow north to the U.S. Among that flow are reportedly members of Venezuelan paramilitary groups, who are organizing cell structures inside the U.S., both to sow chaos within Venezuelan ex-pat communities as well as to destabilize the U.S. itself.

United States policy under the Biden administration continues to enable, empower, and enrich the Mexican drug cartels. They are raking in billions of dollars annually from the drug trade as well as human smuggling – promoting slavery across our border. In fact, as Todd Bensman reported in December 2022 in the Daily Mail, human smuggling may have surpassed narcotrafficking in terms of profits to the cartels.

The unprecedented expansion of  cartel operations amount to the industrialization of their criminality, at and across our border as well as deep inside American communities across the country.  And unfortunately, Mexican drug cartel operations have taken over parts of Mexico, in which every level of government has been infiltrated. Speculation continues regarding cartel firepower outgunning even the Mexican army. Former U.S. Ambassador to Mexico during the Trump administration, Christopher Landau, recently estimated that cartels “control between 35 and 40 percent of Mexican territory”.  That is not just a deadly development for our neighbor to the south but for the U.S. as well due to cartel operations now inside every state in the continental U.S. and Alaska.

Hostile Foreign Actor Involvement

There is also significant hostile foreign actor involvement in narcotics trafficking across the U.S.-Mexican border from Iran’s Shi’ite Lebanese terror proxy, Hizballah. They have worked closely with the Mexican drug cartels.

The Chinese Communist Party (CCP) also has joined the deadly but lucrative drug trade. At a January 2019 meeting with President Donald Trump, Chinese ruler Xi Jinping promised to stop the flow of the opioid fentanyl into the U.S. That did not mean that the CCP was abandoning its policy of “Unrestricted Warfare” against the U.S., however. Rather, China now exports the precursor chemicals needed to make fentanyl to Mexico, where the cartels mix them up and press out the tablets that murdered over 100,000 Americans in FY 2022. Before Halloween in October 2022, many of those fentanyl pills pouring across the border were colored in rainbow hues, doubtless intended to lure young Americans. Many also are being poisoned by counterfeit prescription drugs such as Adderall, Oxycontin, and Xanax, bought over the Internet but cut with fentanyl. According to August 2022 Congressional testimony before the Senate Health, Education, Labor, and Pensions Committee, a new and even deadlier form of opioid called “nitazenes” is now hitting the streets of America. Similarly, as with fentanyl, these synthetic drugs are being mixed into other counterfeit drugs; their precursor chemicals likewise come from China to the Mexican cartels. This is nothing short of open warfare by the CCP using Chemical Warfare agents to kill American youth.

United Nations & U.S. Non-Governmental Organizations Aiding & Abetting Illegal Immigration

An oft-overlooked aspect of illegal immigration is the role that United Nations (UN) and U.S. Non-Governmental Organizations (NGOs) play in the trafficking. The UN manages a cash give-away program that amounts to tens of millions of dollars provided to migrants en route to the U.S. border. According to the Center for Immigration Studies (CIS), the UN is providing debit cards and vouchers for transportation, shelter, and medical and legal advice on how to navigate the U.S. asylum system at points all along the migrant trails leading up from Latin America.

The “Regional Refugee and Migrant Response Plan” coordinated by the UN High Commissioner for Refugees (UNHCR) and the UN’s International Organization for Migration (IOM), has already published its proposed financial budget for 2023-24. Included in that would be some $450 million that would go directly as cash or debit cards to “migrants and refugees” headed from Latin America to our southern border. Both the UNHCR and its IOM are funded by U.S. taxpayer dollars.

Aligned with both the Mexican cartels and the U.S. Democrat Party, taxpayer-funded NGOs are taking advantage of migrants and funneling massive amounts of money through their organizations, claiming they are only engaging in humanitarian aid. These NGOs also make a lot of money from such operations as they are funded by the U.S. government. A network of more than 50 such NGOs would distribute those millions to migrants, most of whom will not qualify for U.S. asylum, on their way north.

But cash is not all the UN and its associated NGOs give to illegal migrants. According to six Afghan migrants interviewed in Guatemala City by the Daily Caller in October 2022, aid workers had provided them with maps on how to get to the U.S. southern border.

HUMANITARIAN CRISIS

The policies of the Biden administration are contributing to one of the largest human trafficking operations on record. These policies enable the sex trafficking of children, girls and boys, as well as women.

The Democrats have in effect reintroduced modern-day slavery—in the United States of America.

Human slavery was ended in this country following the formation of the Republican Party in 1854 and under the leadership of the first Republican President, Abraham Lincoln, America’s 16th president who led the nation to victory in the Civil War between Free States and Slave States and wrote The Emancipation Proclamation. Read article here.

This effort was furthered championed by Republican Ulysses S. Grant, America’s 18th president.

Moreover, in a heated exchange on the floor of the U.S. Senate on 28 March 2023, Senator Ted Cruz excoriated Director of the Department of Homeland Security (DHS) Alejandro Mayorkas, as Mayorkas feigned to be unaware of the human toll among would-be illegal migrants attempting to cross the U.S. southern border. Sen. Cruz asked Mayorkas how many had died along that border in the previous year (FY 22); Mayorkas claimed he did not know. Senator Cruz informed Mayorkas that 853 human beings lost their lives trying to get across that border in FY 22. Sen. Cruz then displayed a poster showing the colored bracelets that the cartels put around migrants’ wrists to denote how much money they will owe to those cartels for their passage once they get into the U.S. When Mayorkas professed ignorance about what the bracelets were, Sen. Cruz told him they amount to “modern-day leg irons” because the children wearing them are being sold into sex slavery. Unfortunately, too many of those children are put into the cartels’ hand directly by their own parents, who hope to get them across the border into the U.S.

SOLUTIONS

There are multiple solutions to defend our southern border and if elected, I will champion them.

  1. Defend the border. The United States Constitution deals with an actual invasion of our sovereign territory in several places. There can be no argument that the southern states of the U.S.A. are under invasion;

  • Article I, Section 10 asserts that “No State shall, without the Consent of Congress…keep Troops, or Ships of War in time of Peace…or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.”

  • Article IV, Section 4 states that “The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion…”

  • Article II, Section 3 makes the President of the United States the senior law enforcement official in the country. It asserts that “he shall take Care that the Laws be faithfully executed” …which obligation this President willfully has abrogated.

Article II, Section 4 follows and provides the Constitutional remedy in such situation: “The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors“. Failing utterly and willfully, as a matter of actual policy, to defend the States of this Union from invasion surely must rise to the level of “high Crimes and Misdemeanors”.

  1. Reinstate President Trump’s ‘Remain in Mexico’ policy;

  1. Enforce the UNHCR definition of ‘refugee’ and demand asylum be sought in the first safe place a genuine refugee arrives;

  1. Enforce federal law 8 U.S. Code Section 1181 on inadmissibility of illegal aliens;

  1. Allow ICE to do their job and begin detention and deportation of all who are in the U.S. illegally. See Title 18, U.S. Criminal Code here;

  1. Enact federal legislation to finish building the wall along the U.S.-Mexico border, including underground extensions to inhibit smuggling tunnels coming across the U.S. border from Mexico;

  1. Go after the cartels and their criminality inside the U.S. in a serious way and initiate cross-border military action as necessary;

  1. Introduce and promote federal legislation mandating the death penalty or life imprisonment for human and narco-traffickers;

  1. Build the case for impeachment and impeach Secretary of the Department of Homeland Security Alejandro Mayorkas;

  1. Return Border Policies to What Worked During the Trump Administration; and,

  1. Authorize Use of Military Force to Go After Cartels South of the Border.

Energy Independence

Fighting to protect our Fossil Fuel Industry for Energy Independence!

Energy security is National Security. Without it, the United States will continue to be strategically vulnerable to America's adversaries. Historically and in modern times, the Fossil Fuel Industry remains foundational to America's strategic power and military defense. Moreover, it continues to impact the lives of every American. Fossil Fuels have prospered this nation, enhanced America's economic stability, and furthered America's foreign policy objectives diplomatically and militarily. And it is key to growing our global influence through power diplomacy.

It was not lost on the United States nor our Allies at the close of the Great War in 1918 that without oil, we were vulnerable and destined to lose wars brought by enemy nations.

British statesman Lord Curzon perhaps best reaffirms this point when he stated at the war’s end, “The Allies floated to victory on a wave of oil.” Anthony Sampson wrote: The Allied nations knew that the “biggest source of supply was America and 80 percent of all Allied supplies came from the United States.” [The Seven Sisters, by Anthony Sampson, p. 72.]

Furthermore, today as in the last century, 80% of the global economy depends on fossil fuels to power nations and help feed the world. Consider the numerous daily uses of petroleum products, including food fertilizer, to stave off starvation. https://www.aei.org/carpe-diem/video-of-the-day-life-without-petroleum-based-products/.

Indeed, the security of our food supply depends on oil and natural gas for more than just trucks, planes, and other forms of transport. John Hopkins Center for Livable Future notes, “Of all the innovations in agriculture, arguably none has been more influential than synthetic fertilizers.” It has allowed global food production to keep pace with global population—which between 1900 and 2011 increased from 1.6 billion to 7 billion.” https://context.capp.ca/articles/2020/pirl-fertilizers/. Having enough food to feed a nation’s population is a national security issue.

In point of fact: No amount of wind farms, solar panels, or hydropower can replace reliable fossil fuels in meeting the needs of a U.S. population of 330 million and a global population of nearly eight (8) billion. Exporting U.S. oil and gas should be a priority in today’s world. https://www.heritage.org/coal-oil-natural-gas/event/examining-the-need-fossil-fuels and https://www.manhattan-institute.org/green-energy-revolution-near-impossible

However, President Biden and California Governor Gavin Newsom are jeopardizing America’s food supply and security by increasing America’s dependency on hostile nations for any number of commodities, particularly crude oil and natural gas, two of the most critical energy commodities in the world – the basic building blocks of the global economy.

To maintain its superpower status, U.S. commodities should be produced by Americans in America to avoid being at the mercy of our adversaries. Yet under California’s leadership, our national security is undermined yearly by importing 58.7% of the oil it consumes from foreign sources. California purchases its crude from Saudi Arabia, Iraq, Ecuador, and Colombia, a reality that has tripled in the past 20 years. https://www.energy.ca.gov/data-reports/energy-almanac/californias-petroleum-market/foreign-sources-crude-oil-imports”fornias-petroleum-market/foreign-sources-crude-oil-imports, and https://sacramento.cbslocal.com/2022/03/09/ca-crude-oil-russia-reliance/

So as the Left actively works to increase the vulnerability of U.S. national security interests by importing dirty fossil fuels from the Middle East and South America, even China now looks to export fossil fuels as this Communist nation unlawfully enforces its territorial sovereignty over islands in the South China Seas. In the process, it has laid claim to an “estimated 11 billion barrels of untapped oil and 190 trillion cubic feet of natural gas” while also militarizing these islands by “deploying fighter jets, cruise missiles, and radar systems…” https://www.cfr.org/global-conflict-tracker/conflict/territorial-disputes-south-china-sea and https://www.fbi.gov/investigate/counterintelligence/the-china-threat.

These foreign oil imports all constitute national security risks. For example, oil imported from the Middle East must flow through the Strait of Hormuz, the world’s most sensitive oil-transportation choke point and one that the Islamic Republic of Iran has previously closed to U.S. shipping. Closing the Strait of Hormuz would further depress oil supplies and thereby inflate oil prices should Iran decide to weaponize oil against the U.S. once more.

Despite these realities, California continues to endanger the state and the nation by importing oil from states known for funding terrorists and weaponizing the flow of oil to manipulate U.S. foreign policy, though it has some of the richest oil reserves in the world.

Moreover, environmentally, of the 1.8 million barrels of oil consumed daily, fewer than 400,000 are cleanly produced in California. So the Left wants clean energy but imports dirty oil.

Economically, the Democrats refuse to reduce the price of oil and end inflation. They are too busy fighting to destroy the state’s job-creating oil producers and refuse to build needed interstate crude oil transport to meet the ever-increasing demand nationwide. https://www.foxbusiness.com/markets/california-says-will-block-crude-oil-from-trump-offshore-drilling-plan

Here in Kern County, we produce 75% of California’s oil. However, while the oil industry provides thousands of local jobs, Leftist regulators make it difficult to fight poverty in my county by hindering the growth of new jobs and more significant economic opportunities.  As our Assemblyman Vince Fong points out, “State bureaucrats and opportunistic lawyers have created a nightmare of regulations that invite endless lawsuits, which are most harmful to small business owners who … cannot afford to fight litigation in court.” https://vincefong.com/issues/

On a local, state, and federal level, the lives of every American for a prosperous, secure, and environmentally friendly future depends on reliable and affordable energy supplies.  https://trumpwhitehouse.archives.gov/issues/energy-environment/ and https://www.aei.org/carpe-diem/video-of-the-day-life-without-petroleum-based-products/

As the Biden administration misleads America by contending that oil producers are sitting on 9,000 leases and so are free to drill for more oil, he fails to explain that these leases (most of which were provided during the Trump administration) mean nothing without the required permits to explore and drill on these leases. Blue states and liberal permitting agencies have refused to issue the necessary permits to build roads and pipelines to transport the oil, etc. Furthermore, producers do not see a dime from drilling projects until all the required permits are secured and after years of investing billions in exploration projections. Why would the fossil fuel industry invest in new projects when the Left has informed them that they are in the process of destroying this vital industry?

Meanwhile, the price of oil and liquified natural gas (LNG) and other reliable energy sources have skyrocketed.

In California, Democrats continue to raise taxes on fuel. The programmed annual gas tax hike occurred on July 1, 2022, with an increase of 5.6%. “That takes the current tax up to 53.9 cents per gallon, a jump of 2.8 cents.” https://www.ktvu.com/news/californias-gas-tax-goes-up-july-1

To further Biden’s national goal of eliminating the fossil fuel industry, he and Democrat legislators are expanding barriers to drilling. The latest is a royalty rate increase (an added tax) of 50% for oil and gas extraction and threats of windfall taxes.   https://www.npr.org/2022/04/16/1093195479/biden-federal-oil-leases-royalties.

Why foolishly tax the fossil fuel industry out of existence?

Intelligent innovations by U.S. oil and gas producers have discovered new technological advances to produce carbon-free fossil fuels. They have spent over $170 billion on capital expenditures.

Using good ole American ingenuity, fossil fuel companies have found how to reduce and even prevent carbon dioxide (CO2) emissions. They can reach the gold standard for gaining mastery of the climate change debate through carbon-neutral action.

One such means to achieve this is carbon capture and sequestration or carbon capture, utilization, and storage (CCUS). This process captures carbon dioxide emissions before they enter the atmosphere and are permanently stored in spots underground. https://www.wspa.org/wp-content/uploads/WSPA_CCUS-Factsheet_v4.pdf and https://www.aeraenergy.com/oil-and-gas-industry-helps-tackle-climate-change/”lps-tackle-climate-change/

Another method involves reducing the flaring of excess natural gas from oil wells and refineries. Capturing this natural gas can be processed and sold to provide electricity to millions of people, particularly to countries desperate to meet their electrical needs for survival.

Also, through innovations, carbon capture technologies have introduced a new method by which “captured carbon can be injected underground” to “extract even more crude oil in a process called enhanced oil recovery.” https://www.npr.org/2021/06/08/1002448099/big-oils-transition-3-takeaways-on-how-the-industry-is-and-isnt-going-green

Only through energy policies that embrace the freedom to promote reliable energy sources without destroying the fossil fuel industry can the United States effectively tackle the vastly exaggerated climate change issue.

Meanwhile, mainstream climatologists have noted that “if the United States were able to eliminate all greenhouse gas emissions immediately, [we should] expect only 0.137 degree Celsius of averted warming …” by the next century. https://www.heritage.org/solutions/#ClimateChange

Data from the U.S. Environmental Protection Agency’s report released in 2019 on greenhouse gas (GHG) showed that between 2018 and 2019, GHG emissions fell by nearly 5%.  And according to EPA Administrator Andrew Wheeler, “President Trump was right to leave the Paris Climate Accords. We have done more to reduce our GHG emissions over the past four years than our international competitors who cling to the ceremonial and arbitrary agreement.” https://www.epa.gov/newsreleases/greenhouse-gas-emissions-continue-decline-american-economy-flourishes-under-trump-0.

Furthermore, Nobel Prize-winning Bjorn Lomborg projects the Paris climate agreement will “keep 11 million more people in poverty come 2030 …” Stringent climate regulations, not fossil fuels, are likely to result in 85,000 deaths due to malnutrition. Lomborg points out:  “Economic growth, which allows families to buy more food … is the primary cause driving down malnutrition deaths.” https://www.wsj.com/articles/climate-change-malnutrition-regulation-economic-growth-glasgow-conference-11633551187

Thanks to climate activists, the lack of available fossil fuels is leading the United States and the world into food scarcity. For some nations, starvation has already arrived. Relying on renewables such as wind, water, and solar has caused gas prices, electricity prices, and blackouts to skyrocket, making it hard for many families to buy needed essentials. See The Moral Case for Fossil Fuels, by Alex Epstein.  https://www.penguinrandomhouse.com/books/678856/fossil-future-by-alex-epstein/

Moreover, consider what the Left is not saying: “Elevated carbon dioxide decreases the adverse effects of higher temperature and drought stress by mitigating oxidative stress …” https://pubmed.ncbi.nlm.nih.gov/31190116/”pubmed.ncbi.nlm.nih.gov/31190116/ and  https://judithcurry.com/2016/04/26/rise-in-co2-has-greened-planet-earth/.

What happens when a nation and a state rely on “renewable energy” sources? A power crisis that leads to death.

Californians for Green Nuclear Power legal assistant Gene Nelson states, “The direction that [California] has gone is absolutely contrary to rational grid design … the sun doesn’t always shine, and the amount of time that wind blows is minimal … to make a wind generator work, it can’t just be a gentle breeze; it’s got to be a good stiff breeze to get those turbine blades turning.” https://www.theepochtimes.com/the-golden-state-prepares-for-darkness-as-blackouts-loom_3898709.html

“If you spend tens of billions of dollars on power that’s only available about 20 percent of the time based on a careful review of production data tabulated by the California Independent System Operator, what other results than rolling blackouts would you expect?” https://www.theepochtimes.com/the-golden-state-prepares-for-darkness-as-blackouts-loom_3898709.html

What happened when Texas relied on wind and solar to power its electric grid? During freezing temperatures, millions of Texans lost electricity in the dead winter. People died. In this modern era, an unprecedented disaster occurred that affected people’s lives and food supplies across state lines because they abandoned their reliable source of electricity – fossil fuels. https://www.theepochtimes.com/texas-power-crisis-highlights-fragility-of-growing-dependency-on-unreliable-s

The only reliable energy for power systems or electric grids has been natural gas, coal, and nuclear. And note that natural gas and coal can be ramped up or down based on demand. https://www.theepochtimes.com/texas-power-crisis-highlights-fragility-of-growing-dependency-on-unreliable-sources-of-energy-expert

Consider, that even coal is cleaner today! Due to research by the Department of Energy’s National Energy Technology Laboratory (NETL), the United States is leading the world in reducing energy-related carbon emissions.

“NETL’s research shows that a new coal plant with pollution controls reduces nitrogen oxides by 83 percent, sulfur dioxide by 98 percent, and particulate matter by 99.8 percent compared to plants without controls.” http://www.energy.gov/articles/clean-coal-crucial-american-jobs-energy-security-and-national-supply-chains

THE UNITED STATES MILITARY

The United States military must be prepared for every contingency in light of the aggressive activities of Communist China, Russia, North Korea, and Islamist states such as Iran.

Know that America’s military uses more oil than any other institution in the world. Petroleum products also go into the production of most military equipment.

However, the military is also a leader in renewable vehicle technology. And while they have been investing in the electrification of vehicles, the problem of rapidly recharging all-electric vehicles lies in the massive amounts of electricity unavailable on the battlefield.

Recharging is a significant obstacle for electric platforms. Moreover, the accessibility of electrical grids on the front lines of a raging battle is anything but reliable. Furthermore, the logistics of moving about electric generators and then fielding them is very complex.  Again, an everchanging front-line in the heat of battle makes fielding them very difficult. https://www.nationaldefensemagazine.org/articles/2021/10/6/electric-for-the-military-still-a-pipedream

On Inflation

As of this writing, inflation is at 9%. It has not been this high since Jimmy Carter’s administration over 40 years ago. https://www.wsj.com/articles/us-inflation-consumer-price-index-march-2022-11649725215 and https://www.foxbusiness.com/politics/inflation-crisis-joe-bidens-vs-jimmy-carter

To end today’s inflation, the result of more demand than actual supply, we must end the Democrat-created energy crisis. Oil production in the United States is still lower than before pre-pandemic levels.

And just like under the Obama administration, U.S. crude oil price topped $80 a barrel as of October 2021. Once more, OPEC and the Saudis hold leverage over United States energy security. These oil-producing countries have kept oil off the market and sent oil prices up over $100 a barrel. This has meant a tax hike of over $150 for American families.

Finally, fossil fuels remain the dominant source of meeting the growing energy needs in the United States and worldwide. “Green energy cannot fully carry the electric grid’s demand without baseload generation (fossil-fired and nuclear) spinning in the background.” https://www.theepochtimes.com/californias-green-illusion_398593

And America’s unrivaled ability to provide low-cost, reliable energy to billions of people, especially the world’s poorest, is notable. It has brought global poverty to its lowest levels.

To promote prosperity to protect the poor and America’s working class will require intelligent approaches to the radical climate policy of abandoning fossil fuels.

As your United States Senator, I will work to accomplish the following goals:

Build coalitions in the Senate and the House to pass legislation to secure and protect the fossil fuel industry. It is a vital instrument of national strategic power and political/diplomatic influence. This will further America’s national objectives, better protect Americans at home and abroad, and work to end inflation and restore prosperity to the American people.

Deregulate and legislate new rules to easily permit fossil fuel production, eliminating an unaccountable bureaucracy’s unnecessary bureaucratic red tape.  https://www.doi.gov/pressreleases/what-they-are-saying-ceq-issues-proposed-rule-modernize-its-nepa-regulations

Work to make California energy independent. The Golden State once produced 40% of U.S. oil production. We can do it again through legislation and eliminate the importation of dirty foreign oil. https://www.forbes.com/sites/rrapier/2019/03/10/why-the-shale-boom-left-california-behind/?sh=290d9bce44e5.

Work to restore the construction of the Keystone XL Pipeline. It is the safest and cheapest way to transport energy across North America.  Moreover, the Pipeline project would provide 50,000 more jobs and positively impact communities on and off the main line of the Keystone XL Pipeline. President Biden should have never cut this program.

Support Republican State Treasurers who have informed financial institutions that they will pull their state’s assets if they give in to Federal pressure to de-carbonize and “refuse to lend to or invest in” the fossil fuel industry. Oppose raising taxes on American energy producers. I support Congressman Jodey Arrington’s (R – Texas) letter to oppose raising taxes on U.S. energy producers. https://www.atr.org/rep-arrington-leads-letter-urging-congress-reject-discriminatory-tax-hikes-american-energy/

Support Fracking. The 2019 Council of Economic Advisers estimated that fracking and other innovations had reduced energy prices and saved Americans $203 billion or $2,500 each year for a family of four.

These savings significantly benefit low-income households, who spend a large share of their incomes on energy. Banning or restricting technologies like fracking increases the prices of gasoline, electricity, heating, and air conditioning.

These increases considerably harm senior citizens, middle and lower-income Americans, and others on fixed incomes. “https://trumpwhitehouse.archives.gov/briefings-statements/president-donald-j-trump-supporting-hydraulic-fracturing-technologies-protect-jobs-economic-opportunity-national-security/”

ENERGY SECURITY IS NATIONAL SECURITY. Know that I will work diligently to ensure our national security interests and prosper the American people!

Water Crisis

Ending California’s Man-made Water Crisis!

In the face of emerging food shortages in the United States and worldwide, harsh water restrictions/regulations on our farmers, ranchers, and cities' water supplies continue to prevent Californians from using available technology and resources to their fullest capacity. Consider that over 400 California commodities contribute to agricultural abundance in America. Over a third of this nation's vegetables and two-thirds of the nation's fruits and nuts are grown here, including dairy products, cattle, and calves. And you, the California voter, have spoken.

You want an abundant, reliable water supply. And to make this happen, you have approved ten water bonds over the last quarter-century. These bond measures have cost you over $30 billion. Yet still, the water crisis rages on.

Bond measures have only increased the absurd amount of taxes you pay. You already pay the nation’s highest income, gasoline, sales, corporate, and small business tax! Even Veterans must pay 100% of their military pension to the state!

And despite what the Leftists tell you, rationing water is not the solution. Case in point: California is still set to over-regulate your personal lives. Starting in November of 2023, a statewide indoor water use standard of 55 gallons per person per day has been signed into law.

People in places like the City of Clovis use 222.8 gallons per day on average. According to American Water’s calculator, “an eight-minute shower, four trips to the toilet, and ten minutes of running water (for brushing teeth, cooking, and drinking) can consume 43 of those 55 gallons.” “https://gvwire.com/2021/01/31/despite-rainfall-state-still-aiming-for-55-gallon-per-person-water-conservation-target/” HYPERLINK “https://gvwire.com/2021/01/31/despite-rainfall-state-still-aiming-for-55-gallon-per-person-water-conservation-target/”-gallon-per-person-water-conservation-target/  Note: This does not include the amount of water you will need to wash your laundry, wash the dishes, run the dishwasher, or feed your pets! In effect, this is the Left’s socialist creep of third-world-country-like controls over your and my personal lives.

Furthermore, “50 percent of the state’s water goes to environmental uses, about 40 percent for agriculture and about 10 percent for urban uses, with 5.7% for residential use,” according to Steve Greenhut. https://gvwire.com/2021/01/31/despite-rainfall-state-still-aiming-for-55-gallon-per-person-water-conservation-target/

Consider the following: The Los Angeles River gets between 50% and 70% water during a storm. That river water then runs into the ocean. However, that is enough water to meet the needs of the people of Los Angeles for nearly a year. Indeed, more than 80% of the region’s rainfall ends up in the Pacific Ocean. https://www.latimes.com/local/lanow/la-me-rainwater-lost-wet-winter-california-20190220-story.html#:~:text=Climatologist%20Bill%20Patzert%20estimates%20that,the%20ocean%2C%E2%80%9D%20he%20said

After listening to testimony presented to the United States Senate Energy and Natural Resources Committee’s Subcommittee on Water and Power, the Left is not on the side of citizens living under restrictive and, at times, deadly drought conditions.  And it is not because federal dollars are not already available to use on California state water projects.

If only the Left would divert water back to human use. Know that “80% of the water from the Sierra Nevada snowpack is dumped into the Pacific Ocean” every year. Just think, if only 75% of that water ran into the ocean, there would be enough water for everyone, including farmers, ranchers, cities, and the environment. https://www.scribd.com/book/471394048/Countdown-to-Socialism

Farmers need water to grow the food we eat, and ranchers need water to raise the livestock that produces the dairy products and meat we enjoy.  Tragically, animals have been slaughtered due to the lack of available water, thanks to the Democrats’ policies. And because most grazing pastures are not irrigated, ranchers rely heavily upon rainwater to replenish the grasses the cattle eat and the springs, streams, ponds, and wells where they drink.  Without enough rainwater, this drinking supply must be furnished by other means.

Nevertheless, unelected political appointees on the State Water Resources Control Board have made it extremely difficult and costly for farmers and ranchers to replenish the needed water supplies for California’s food supply and prevent significant food shortages now on the horizon. Bureaucrats on the California State Water Resources Control Board cut water supply by 95% in 2021 for about two million acres of California’s irrigated farmland. https://californiaglobe.com/articles/california-drought-response-water-board-cuts-off-water-to-thousands-of-farms/

It is time that California water becomes abundant and exportable.

Solution:  End the punitive measures and procedures by the Left. They have prevented water projects from being approved or have made it so restrictive it has been impossible to remedy the water crisis in California and throughout the Western region of the United States.

I will work to accomplish the following:

  1. Establish by legislation a Water Infrastructure Funding Act and make it a fixed percentage of the general fund for states which suffer from drought conditions to finance ongoing water storage infrastructure projects annually;

  1. Capture and store runoff water and upgrade and increase the capacity of existing surface storage, such as California’s San Luis and Shasta reservoirs;

  1. Expand the number of reservoirs for runoff water and groundwater. Case in point: According to one farmer I spoke to in the Central Valley, we need to capture the enormous amount of excess water during wet years by building a series of off-stream reservoirs south of the San Luis Reservoir in canyons that are currently dry. The cost would be minimal. And create more aquifers;

  1. Develop fog-capture sites up and down the state to provide 100% pure drinking water for state residents. Israel, even now, provides this cutting-edge technology and is exporting water to its neighbors https://www.youtube.com/watch?v=96tp_S4rK6o, and https://www.timesofisrael.com/israels-watergen-helping-arizona-native-americans-make-water-from-air/, https://www.youtube.com/watch?v=8fQRnM4-4W4, and https://www.youtube.com/watch?v=h8vlzZ25vtg

  1. Create additional desalination plants. We can make clean, safe water from a drought-proof source in the ocean. See: https://www.carlsbaddesal.com/” HYPERLINK “https://www.carlsbaddesal.com/”ww.carlsbaddesal.com/, and “https://www.newsecuritybeat.org/2020/09/tale-coastlines-desalination-china-california/” With its latest desalination methods, drip irrigation, water recycling, and sustainable water conservation policies, Israel has increased its water supply and amazingly transformed its water shortage into a water surplus! https://nocamels.com/2017/05/desalination-israel-drought.

  1. Establish more reclamation plants. Through public-private partnerships, we can do what IDE Water Technologies, a world leader in water treatment solutions, has done.  It has launched the Afikey Maim Facility project, the first of its kind, which reuses brackish surface water reclaimed from the southern Jordan River’s polluted waters.  Now the Afikey Maim Facility supplies water for agricultural and industrial use. https://www.waterworld.com/international/desalination/press-release/14204641/ide-water-technologies-launches-israels-first-bwro-treatment-facility.

Working to pass urgently needed legislation to increase the water available to every Californian, this State can become an exporter of water, not unlike the State of Israel, which has overcome historical and, at times, severe drought conditions.

Finally, Harvard University is buying up California vineyards to control the groundwater rights and thereby manipulate California’s water use regulations.

I will work to pass legislation to prevent Harvard, a private liberal university, and every other entity, including communist China, from quietly buying up more California vineyards and farms. To date, Harvard has already purchased $305 million worth of California vineyards for the groundwater rights.  Furthermore, the vineyards’ prime access to groundwater makes them increasingly valuable during a drought. “https://www.wsj.com/articles/harvard-quietly-amasses-california-vineyardsand-the-water-underneath-1544456396”

Working together, we can provide an abundant water supply to feed and prosper the citizens of the Golden State.
